Mr. Robinson presented the petition of E, S. Friederick and
Ferdinand Rose n, asking compensation for lands taken for
public roads in Anne Arundel county.
Which was read and relerred to the Anne Arundel delega-
tion.
Mr. Hinks presented the petition of Wm. H. Todd, and 60
other citizens of Frederick county and the parts of Creagers-
town and Frederick districts concerned, praying for the pas-
sage of a law creating a new Election District for said county,
to be known as Lewistown District.
Which was read and referred to the Frederick delegation.
On motion of Mr. Lancaster,
Ordered, That the penalty for violation of the order adop-
ted by this House, prohibiting smoking ia this hall, if the
offender be a member or officer of the House, shall be 25
cents for the first offense, 50 cents for the second, $1.00 for
the third ; then doubling for each subsequent offense; and
if the offender be any other than a member or officer aforesaid,
the penalty lor the second or any subsequent offense, shall
be expulsion from the hall, and the Sergeant-at-Arms shall
enforce the provisions of this order.
On motion of Mr. Hodges,
Ordered, That on and after to-day, no member shall speak
on any order for more than five minutes, and the considera-
tion of orders shall not consume more than thirty minutes
each day in the regular course of business.
On motion of Mr. Stewart,
Ordered, That Mr Gunby have leave to absent himself
from the sessions of this House for a few days.
On motion of Mr. Ford,
Ordered, That no member in explaining his vote shall be
allowed to speak longer than one minute.
Which was adopted.
Mr. Ford submitted the following order :
Ordered, That debates on the general measures brought
before this House for consideration, shall be limited to ten
minutes, unless otherwise ordered.
Which was rejected.
On motion of Mr. Chaisty, it was
Ordered, That it be entered on the Journal of this House,
that Mr. Hart, of Baltimore City, is detained at home by
sickness.
Mr. Hoblitzell offered the following order:
WHEREAS, It is of vital importance to the people of the
State at large that the Revenue and Tax bill, the Assessment
