Whereupon, Milton Y. Kidd, Chief Clerk elect, and Wil-
liam H. Cole, Reading Clerk elect, were severally qualified,
by taking the oath of office, and entered upon the discharge of
their duties.
Mr. Snowden submitted the following order :
Ordered, That until the Joint Committee on Printing yet
to be appointed, shall recommend some responsible party or
parties to do the printing of the present session of the Legis-
lature, at the lowest specified sum, and the same shall be ap-
proved and ratified by the Senate and House of Delegates—
no printing whatever shall be done except the printing of the
daily morning Journal.
Which was read.
Mr. Donaldson submitted the following amendment:
WHEREAS, The present system of providing for the Public
Printing is one liable to great abuse,
Ordered, That it is the sense of this House that the same
should be no longer continued, but that the said Public
Printing should be let out to the lowest bidder under proper
restrictions.
And be it further ordered. That the Committee on Printing
be directed to report within ten days, a bill providing for
such change.
And be it further ordered, That in the meantime the
Speaker take such order for the printing of the proceedings
of this House, as to him may seem proper, and that no other
printing be done except the Journal.
Which was read.
The question recurring upon the adoption of the amend-
ment,
Mr. Donaldson moved the previous question.
The question then being,
"Shall the main question be now put,"
It was decided in the affirmative.
The question then recurring upon the adoption of the
amendment.
Mr. Whitelock demanded the yeas and nays,
The demand being sustained, the yeas and nays were called
