Mr. Gwynn submitted the following amendment:
AMENDMENT PROPOSED.
Amend by adding after line 19, of Section 2, the words fol-
lowing: "Provided, That nothing in this Act shall be con-
strued to prevent the right of appeal as in other cases."

Sec. 3, line 5, strike out the word "Act," and insert in-
stead the word ''Section."

The Senate bill entitled an Act to appropriate a sum of
money to pay the claims of divers editors of newspapers in
the State of Maryland, for publishing the Act entitled an Act
to amend Section 8, of Article 4, of the Constitution of the
State of Maryland, passed at January Session, 1874, author-
ized and directed by the Governor under the provisions of
Section 1, Article "14, of the Constitution and proclamation
of the Governor announcing the adoption of the amend-
ment by the people,
