to pay the claims of divers editors of newspapers in the State
of Maryland, for publishing the Act entitled "an Act to
amend Section 8, of Article 4, of the Constitution of the
State of Maryland," passed at January Session, 1874, au-
thorized and directed by the Governor, under the provisions
of Section 1, Article 14, of the Constitution and Proclama-
tion of the Governor, announcing the adoption of the amend-
ment by the people.

and George M. Russum, a sum of money for services render-
ed the State as counsel in the case of the United States,
against Wm. H. Whitely, an Officer of Registration of the
