Brown, Rinehart, Lamotte, Waters, of Car'l, Donaldson,
Clark, Dashiell, Gordy, Barnard—68.
Mr. Naill submitted the following order:
WHEREAS, The memorial and protest of the Hon. J. Morrison
Harris, and the memorial of the legislative contestants of the
City of Baltimore, and the memorial oi thousands of other citi-
zens of Maryland, and the proceedings and resolutions adopted
by a large meeting of the citizens of the State, held at the
Maryland Institute, in the City of Baltimore, protesting
against the validity of the election in the City of Baltimore,
on the 2nd day of November last, and asking this House to
investigate the alleged frauds, violence and intimidation
practiced at said election, whereby the freedom of election
and the right of the elective franchise was greatly impaired,
if not wholly defeated.
And whereas, The Democratic party of the State, in town-
meeting assembled, at the Maryland Institute, in the City of
Baltimore, in December last, passed resolutions, pledging
themselves to a full, fair and searching investigation into the
alleged frauds at said election, and to correct any abuses which
may exist.
And whereas, It has been shown by the examination, which
is now in progress before the Committee on Elections, that a
thorough and satisfactory investigation cannot be made by
gaid Committee, without appointing a sub-Committee from
the Committee on Elections to go to Baltimore, to examine
the lists of registered voters the poll-books and the ballots
taken, and those counted at said election, and to examine
witnesses in connection therewith; for the reason that it will
be inconvenient and expensive to have said lists, etc., brought
to Annapolis, and that it is inconvenient and expensive for
witnesses to attend in Annapols, and furthermore, it is diffi-
cult to secure their attendance, for the reason that said wit-
nesses will be subjected to immediate outlay to cover their ex-
penses, and many of them being laboring men, with families
dependant on their daily labor for support, and in addition
to this, they haye not the money to defray their expenses;
and it is well known to this House that such witnesses can-
not be reimbursed for such expenses until the Legislature ap-
propriates funds for that purpose, therefore be it
