The petition of James D. Amos, Samuel Whiteford, and
Other citizens of Harford county, protesting against the pas-
sage of a law looking to the appointment of a Treasurer for
said county.
Which was read and referred to the Harford delegation.
Also,
The petition of J W Jenkins and John W. Gulbreath,
of Harford county, praying that the present system of col-
lecting the taxes in said county, may be done away with as
expensive, &c.
Which was read and referred to the Harford delegation.
Mr. Robinson submitted the following order:
WHEREAS, It has been brought to the knowledge of the
General Assembly of Maryland, by reports of the proceedings
of the District Court of the United States, sitting in the City
of Baltimore, that the Grand Jury attached to said Court has
presented certain citizens of the State of Maryland for offences
alleged to have been by them committed at the late Munici-
pal and State elections in the City of Baltimore.
And whereas. The said presentments indicate the purpose
of the Republican party, in the State of Maryland, to apply
in this State the means which that party has employed in the
Southern States to possess itselt of the complete control over
State and Municipal affairs, whenever and wherever it has
found itself in an actual minority.
And whereas, This General Assembly is determined, in so
far as its power may extend, that it will not permit the peo-
ple of this State to be reduced to the condition in which their
brethren in Louisiana, and in other Southern States, have
been left by the unconstitutional exeicise of Federal power.
Whereas, The entire and absolute supremacy of law within
the borders of this State, and the existence of ample and suf-
ficient remedies for every offence against the elective fran-
chise, leaves no room or excise for any attempt to invoke
the exercise of Federal authority for its protection, and
Whereas, The only purpose and object of the pro eedings
now being initiated in the United States District Court of
this State, is to subordinate the political action of this State
to the control of Federal authority IB derogation of the rights
and opinions of the people of this State, and
Whereas, We deem it to be the solemn duty of this Gen-
eral Assembly to resist, at every step, the progress of, such a
wrong ; therefore,
Ordered, That the Committee on the Judiciary be, and
they are hereby directed, to report a Joint Resolution, re-
