Which were severally read and referred to the Committee
on the Judiciary.
Mr. Gill submitted the following order:
Ordered, That the Joint Committee of the Senate and
House of Delegates, required by Section 24, of Article 3, of
the Constitution, be hereby required as early as practicable
to examine into the expenses of the various Courts in the
City of Baltimore, the State's Attorney of said city, and the
several Clerk's of said Courts, and the fees received by them
and the said State's Attorney, and report the same to this
General Assembly, with such recommendations as to the
economy and expense of the same, as they may suggest.
Which was adopted.
Mr. Stewart submitted the following order:
Ordered, That this House will, as far as the constitutional
limitation of its session permits, thoroughly examine, and
when proper, pass bills for carrying into execution the fol-
lowing mandatory and directory provisions of the Constitu-
tion of the State.
It will provide for vacancies in the office of Governor, as
directed by Article 2, Section 7, of the Constitution, and de-
clare the manner tor contesting said office, and how the testi-
mony shall be taken.
It will enable the Governor to comply with Article 2, Sec-
tion 15, of the Constitution, so that incompetent persons
shall be removed from office.
It will examine all the books of the Comptroller, in ac-
cordance with Article 3 Section 24, in regard to the collee-
tion and expenditure of the revenue of the State, and as far
as possible reduce taxation.
It will enforce the provisions of Article 3, Sections 42, 47,
49, maintaining the purity of the ballot-box, and for the
punishment of all crimes committed by those in office.
It will enable the contestant hereafter for the office of At-
torney General to offer testimony, and the Governor to de-
cide the matter, Article 5, of the Constitution.
It will strictly enforce Article 3, Section 33, so that special
legislation shall be avoided, for special legislation generally
