Mr. Baldwin submitted the following amendment:
Sec. 18. After the word "Commissioners," insert "or any
tax payer."
Which was adopted.
Mr. Chaisty moved that the further consideration of the
bill be postponed, and said bill be referred to the Committee
on the Judiciary.
Decided in the negative.
Mr. Iloblitzell move 1 that the further consideration thereof
be postponed, and such bill be made the order of the day for
Monday next, the 21st inst.
Decided in the negative.
The House then resumed the consideration of the report of
the Committee on Elections.
Mr. Naill submitted the following minority
REPORT.
To the Honorable, the House of Delegates:
The undersigned, members of the Committee on Elections,
beg leave respectfully to submit the following minority re-
port in regard to the memorial and protest of the Hon. J.
Morrison Harris referred to said committee by the order of
the House, passed on the 13th of January last.
In respectfully dissenting from the report of the majority
of the committee, the undersigned cannot but confess at the
same time, their inability to perceive the necessity or pro-
priety of such a report at this moment. It proposes no pres-
ent action of any sort, nor is there any suggestion made by
it upon which the House is called to pass. The conclusion
