Your Committee are of opinion that, if it be wise to inter-
fere by legislation at all, whatever is done, should be done
by General and not by Local Laws, framed upon the fullest
Knowledge and maturest deliberation.
Yonr Committee therefore recommend the appointment of
a Joint Committee of the Senate and this House, upon Intem-
perance, to whom shall be referred, not only the petition
heretofore referred to this your Committee, but all like peti-
tions, and everything bearing upon the subject of Intemper-
ance, or any kindred subject, such Committee to have power
to report by bill or otherwise.
And this your Committee ask that they may be discharged
from the further consideration of the matter heretofore com-
mitted to them
