January 31st, 1876.
Gentlemen of the House of Delegates :
We propose, with the concurrence of your Honorable Body,
that the Standing Committees of the two Houses, upon the
subject of Education, shall meet hereafter in joint session.

Also,
Delivered the following bill:
A bill entitled an Act for the relief of Rachel Wilson, by
refunding State and county taxes erroneously paid.
Which was read a first time and referred to the Committee
on Claims.
Also,
Returned the following bills:
Severally endorsed, "passed by yeas and nays."
The bill entitled an Act to repeal chapter 17, of the Acts of
1874, entitled an Act to repeal Sections 323 and 324, of the
Public Local Laws of Frederick county, and re-enact the
same with amendments.
Also,
The bill entitled an Act to authorize the Commissioners of
Crisfield to permit the extension of Marine Railways into the
harbor of Crisfield.
Also, returned
The bill entitled an Act to repeal an Act entitled an Act to
require all auctioneers making sales in Baltimore county, to
pay a license fee.
Endorsed, "reported unfavorably from the Committee on
Finance, and the report adopted."
Also, delivered
A bill entitled an Act authorizing Henry G. Elliott, guar-
dian of William P. Mills, a minor, to pass his final account
with the Orphans' Court for Dorchester county, and making
the said Wm. P. Mills competent in law to do all things as
he might do if he had already reached the age of twenty-one
years.
Which was read a first time and referred to the Committee
on the Judiciary.
