Said bill was then sent to the Senate.
The hour having arrived for taking up the order of the day,
The House proceeded to the consideration of the order sub-
mitted by Mr. Hinks, on yesterday, in reference to charges
made in public press and elsewhere, that at the General As-
sembly of this State held in 1874, there was a system of ex-
tortion practiced by certain persons and their agents, in order
to secure legislation.
The question recurring upon the adoption of the order,
Mr. Robinson submitted the following in lieu of the same:
WHEREAS, It has been charged in the public press and
elsewhere at various times during the years since 1861, that
legislation of various kinds was procured before each Session
of the Legislature in this State since said year, by the use of
money, promises, &c., in the lobby, and with members of the
legislature, for either the procuring of franchises for corpora-
tions, or for further relief of such corporations, and for appro-
priations for the eleemosynary institutions of the State.
And whereas, Such things if true are scandalous and mon-
strous.
Therefore be it ordered, That a Special Committee of five
members of this House be appointed by the Speaker the of,
whose duty it shall be to inquire whether any money has
ever been paid during the Sessions of the Legislature in the
