On motion of Mr. Ward,
Leave waa granted to the Cecil delegation, to introduce a
bill for the protection of Partridges and Rabbits within the
limits of Cecil county, and to repeal all Acts and laws con-
flicting with same.
On motion of Mr. Robinson,
Leave was granted to the Committee on Claims, to intro-
duce a bill to refund to Thos. E. Ensor, late Collector of
Taxes in Baltimore county, certain money by him errone-
ously paid into the State Treasury.
Mr. Gill, Chairman of the Committee on Ways and Means,
submitted the following:
REPORT
Of the Committee on Ways and Means upon Mr, Bald-
win's order in reference to the expenses of Traveling Com-
mittees.
The Committee would respectfully report, that they took
into consideration the matter referred to in Mr. Baldwin's
order in reference to the expenses to be allowed the Trav-
eling Committees, and respectfully report, that in the opin-
ion of the Committee, Traveling Committees to visit State
Institutions, should not be sent by the House of Delegates,
but if they are, they should only be allowed their actual
traveling expenses and actual board, and your Committee
beg leave to report the following order to this House.
Ordered, That all Committees appointed by this House to
visit State Institutions, shall be paid only their actual trav-
elling expenses, and actual board paid by them whilst en-
gaged on such Committees, and that they submit an itemized
account of their expenses, which shall be entered on Jour-
nal, lie over one day, and be passed by an aye and nay Vote.
Which was read,
And on motion of Mr. McGlone,
Unanimously adopted.
Mr. Loane, Chairman of the Committee on Corporations,
reported favorably
A bill entitled an Act to incorporate the Consumers' Mu-
tual Gas Light Company of Baltimore city.
Which was read a first time.
Also, favorably,
A bill entitled aa Act to extend the charter of the New
York and Baltimore Transportation Line, which incorpora-
