Mr. Goldsborough presented the petition of Daniel Spark-
ling and 265 others, of Caroline county, asking that no Stock
Law be passed, effecting the third, fourth and fifth districts
of said county, excepting that portion known as Tucahoe
Neck.
Which was read and referred to Messrs. Goldsborough,
Culbreth and Naill,
Also,
The petition of Thomas H. Ford and 548 others of Caro-
line county, asking for the repeal of so much of the law of
1874, chapter 453, as relates to said county, commonly known
as the Local Option Law, and enact such law as may be
deemed proper for the regulation and sale of spirituous and
fermented liquors,
Which was read and referred to Messrs. Goldsborough,
Culbreth and Hinks.
Mr. Naill presented the memorial of Theodore Schultz and
19 other stockholders of the Frederick and Spout Spring
Turnpike Company, asking that there be no increase of toll
imposed on the stockholders of said Company,
Which was read and referred to the Committee on the Ju-
diciary.
On motion of Mr. Rinehart,
Ordered, That it be entered upon the Journal that Mr. La-
motte was detained from his seat, yesterday, on account of
sickness in his family.
On motion of Mr. Koons,
WHEREAS demonstrations of violence and breaches of the
peace, at elections, are to be deplored and should be con-
demned by every citizen.
And whereas, It is essential to a fair expression of the pop-
ular will that the amplest protection should be afforded to
every person, at all times, and especially at and during an
election, therefore
Ordered, That the Committee on the Judiciary be instructed
to inquire whether the Code of PiSblic General Laws, relating
to holding elections in this State, may not be so amended as
to provide for the complete protection of every voter, ia the
exercise of the elective franchise, and that they hate leave to
report by bill or otherwise.
On motion of Mr. Scott,
Ordered, That it be entered on the Journal that if Mr.
Bird had been present when the veto was taken on the adop-
tion of the report of the Committee on Printing, he would
have voted in the negative.
