AMENDMENT PROPOSED.
Amend by adding to Section 1, "provided, that the pro-
visions of this Act shall not apply to the counties of Wash-
ington, Cecil, Frederick, Talbot, Carroll, Allegany, Kent,
Harford, Wicomico, St. Mary's, Somerset, Montgomery,Queen
Anne's, Anne Arundel, Dorchester and Caroline."
