On motion of Mr. Whitelock, it was
Ordered, That the remarks made by the members of this House
on the occasion of passing the resolution relating to the de-
cease of Hon. Reverdy Johnson, on the 17th Feb'y, 1876, be
printed as a Document of this House.
On motion of Mr. Rutledge, it was
Ordered, That it be entered on the Jouraalthat Mr. Boyle
has been absent from attendance on this House since Friday
last, on account of sickness.
On motion of Mr. Nattl, it was
Ordered, That the Special Committee of five, to whom was
referred the charges respecting lobbying, for the purpose of
securing appropriations and other legislation, under the or-
der offered by Mr. Robinson, be and they are hereby requested
to report the result of their investigations to this House with-
out further delay.
On motion of Mr. Naill, it was
Ordered, That the Committee appointed under Sec. 24, of
Art. 3, of the Constitution, to whom was referred the order
of Mr. Naill, the report of the Comptroller, respecting the
returns of the Clerk of the Court of Common Pleas of Balti-
more City, in regard to fees for licenses, etc., for the year
1875, be and they are hereby directed to report the result of
their investigation to this House before the same a<ljourns
sine die ; and the report of the Comptroller be printed on the
Journal.
Mr. Dodson, from the Committee on Colored Population,
submitted the following
REPORT:
The undersigned, a minority of the Committee on Colored
Population, to whom was referred the order of Mr, Koons, of
Frederick, requesting said Committee to inforrn the House on
the question as to exactly how white it was necessary for a
man to be to entitle him to vote at a school election hereafter
in this State, beg leave to report: That they have had the
matter under consideration, and from the difficulties, Consti-
tutional and otherwise, which encumber this delicate ques-
tion, find it impossible to determine the matter with sufficient
certainty to enable them to do otherwise than report the or-
der back to the House with the recommendation to the next
General Assembly, to so amend the statutes of this State as
to make them conform in this particular to the Constitution
of the United States, which is the supreme law of the land,
