Mr. Clark moved that the rules be suspended, and that the
House do now proceed to the consideration of the reportof
the Committee of Conference on the assessment bill.
I'he question recurring upon sustaining the motion,
Mr. Donaldson made a point of order, and submitted the
folding:
The House, on March 30th, ordered that the report of the
Conference Committee on the assessment bill be printed, and
laid on the desks of members, and be made the special order
for 1 o'clock to-day.
Mr. Clark moved that notwithstanding said report had not
been printed, the bill be taken up.
Mr. Donaldson made the point of order, that as the report
had not been laid in print on the desks of members, the
House could not take up the bill, save by a two-thirds vote.
The Speaker, (Mr. Robinson in the Chair,) decided that
the point of order was not well taken; that a suspension of
the rules was in order upon a simple motion, and a majority
of the members present could so order.
Mr. Scott appealed from the decision of the Chair.
The question then being,
"Shall the opinion of the Chair stand as the judgment of
the House ?"
Mr. Naill demanded the yeas and nays.
