Also, the following
JOINT RESOLUTIONS.
WHEREAS, A portion of the press of this State has alleged
that the officials of the State, have abused the trust confided
to them, more particularly the Treasurer and Comptroller of
the Treasury, by using the funds of the State for their own
private gain and emolument, by depositing the said funds
with certain parties, and receiving a consideration for such
deposits, and
Whereas, As a matter of justice to the parties thus charged
and as conducive to the best interests of the State, it is proper
that the truth or falsehood of such charges should be fully
inquired into; therefore,
Be it resolved by the General Assembly of Maryland. First,
That a committee of seven, consisting of three members on
the piirt of the Senate, and four on the part of the House of
Delegates be appointed, whose duty it shall be to enquire
into and report as soon as practicable to the General Assem-
bly, whether or not at anytime since January 1863, the
funds of the State have been so used and perverted, by being
loaned or deposited with any individual, bank, corporation
or association of persons, for a consideration or compensa-
tion.
Second. If for such consideration or compensation, then
its value, its terms, and to or by whom it was to be paid,
and whether it has been paid.
Be it resolved, That the said committee shall also examine
fully into the accounts of such officers, in their several de-
partments, and ascertain whether the expenditures of the
funds of the State have been in conformity with law.
Be it resolved, That in this connection the said committee
shall also enquire into the particular charge made by a por-
tion of the press of this State, as to an attempt on the part of
the Comptroller of the Treasury, to procure by false repre-
sentation the passage of a bill to grant a pension to a man
from Somerset county in this State, who was not entitled to
the same.
Be it resolved, That the said committee shall have power
to summon witnesses, to administer oaths in due form of law,
to send for pereon and papers, and to report by bill or other-
wise.
