and the House proceeded to the consideration of the unfavor-
able report of the Committee on Ways and Means, on

On motion of Mr. Hodges,
The vote by which the unfavorable report was adopted,
Was reconsided.
The question then recurring upon the adoption of the re-
port.
Mr. Hodges moved to substitute the bill for the unfavora-
ble report.
