exactly with those of the Comptroller The account of re-
ceipts and expenditures in th,e office of the Comptroller is
compared every month with those of the Treasurer and the
utmost exactness in regard to amounts received and disbursed
is thereby attained.
In addition to this, quarterly statements are made by the
Treasurer and compared with the books of the Comptroller,
and these, after examination and comparison, are signed by
these officers. These comparisons are made under the Con-
stitutional provision for that purpose, and the necessity of
absolute agreement in the statements of both offices, makes
it easy to ascertain that no discrepancy can exist between
them. The Committee required the production of the vouch-
ers in every case in which they have thought it necessary to
do so, and uniformly found them to be kept strictly accord-
ing to law.
Your Committee would not have considered it necessary to
have examined all the warrants for expenditures, as no
charge of any improper expenditure has been made, but the
Comptroller insisted that for his protection, they should go
over the entries and warrants seriatim and examine into the
legality and propriety of them all.
Your CoDimittee take pleasure in reporting to the Legisla-
ture that they do not think it possible that the business of
the Treasury Department could be conducted with more
scrupulous watchfulness, or more exactly in conformity with
the Constitution and laws, than is done by the present officers.
