Pending the call of the roll on the adoption of the afore-
going report,
Mr. Donaldson declined to vote for reasons as heretofore
given.
Mr. Neal, Chairman of the Committee on Elections, sub-
mitted the following
REPORT:
To the Honorable,
The House of Delegates of Maryland:
Tour Committee in reporting to this House on the 15th
day of February, 1876, upon the memorial of Hon. J. Mor-
risen Harris, in relation to the election held in this State
on November 2d, 1875, for the office of Governor of this State,
reserved to itself, with the permission of this House, the
right to make any further report upon said memorial, which
might be proper, it the evidence taken in the progress of
other inquiries pending before the House or Senate, made it
their duty to recommend to this House to take further action
with regard to said memorial and said elections.
The Members of your Committee whose names are ap-
pended to this report, and who constitute a majority of said
Committee, in the performance of the duty which was thus
imposed upon them, have carefully considered the evidence
taken in the investigation relating to the conduct of the Po-
lice Commissioners at said election, and the evidence taken
in support of the proceedings instituted by those gentlemen,
who contested the right of the Delegates from the three
Election Districts of Baltimore city to seats in this House.
They have reached the conclusion that there is no reason
whatever to call in question the fact that the Hon. John Lee
