So the motion to postpone the reading of the report did not
prevail.
The report was then read.
Mr. Neal moved that the report be adopted.
Pending the consideration whereof,
Mr. Koons made the point of order, that as the report em-
bodied a resolution, in accordance with the Rules of the
House, it should lie over one day.
The Speaker decided that the point was Bot well taken,
that as the Resolution was a part of the Report, it was clear-
ly within the province of the House to art upon, and adopt
the Report as a whole, upon the first reading.
Mr. Koons appealed from the decision of the Chair.
The question then being,
"Shall the decision of the Chair stand as the judgment of
the House?"
It was deeded in the affirmative,
And the decision of the Chair was sustained.
Mr. Scott moved that the further consideration of the Re-
port be postponed until the minority of the Committee
made their Report.
