Mt. Snowden submitted the following Message :
Br THE HOUSE OF DELEGATES,
January 21st, 1876.
Gentlemen of the Senate:
We have received your Message proposing the appoint-
ment of a Joint Special Committee of two on the part of the
Senate, and three on the part of the House, to visit the Deaf
and Dumb Asylum at Frederick, the House of Reformation.
and Instruction for Colered Children at Cheltenham, Prince
George's county, and examine into the condition of those In-
stitutions, and report by bill or otherwise, and we concur
therein.
We have appointed on the part of the House, Messrs.
Snowden, Gordy and Bird.

Gentlemen of the House of Delegates:
We propose with the concurrence of your Honorable Body,
the appointment of a Joint Special Committee of seven,
three on the part of the Senate, and four on the part of the
Bouse, to Visit the House of Refuge, and the Maryland Pen-
itentiary, and to examine into their condition, the manner
in which they are conducted, and to report to the two Houses.
We have appointed on the part of the Senate, Messrs.
Humphreys, McCulloh and Suit.
