Mr. Hoblitzell submitted the following amendments to the

Section 17, line 43, after the word "and," insert "deducting
the actual indebtedness of the person taxed due residents in
this State, as fur as the same can be as certained the sur-
plus of."
On same line after word "any," insert "such."

AMENDMENT PROPOSED.
Add "that the whole burden of State Government be im-
posed upon the landed interest and small property holders,
churches, and benevolent institutions, in order to gratify the-
wealthy capitalists of the State."
