partial, and less likely to be influenced by the packers than
the present licensed measures, who are supposed to be under
their control.
I think, however, it will be readly admitted, that the Gen-
eral Measurers who may be appointed under thin law, could
easily, if so disposed, use for their own profit, the very large
powers which are given to them; that honesty is a quality
that is not always insured by political preferment, and that
very frequently, the appointing power is deceived in the in-
struments he selects.
The only safe principle in my judgment is, to throw upon
those who are interested in any trade, the responsibility of
protecting themselves by vigilence and activity, giving them
their lull remedy at law for any fraud that may be practised
on them. Incidently, I might suggest, that the increase of the
Executive patronage is an evil, which, I think most men of
our time will recognize as great, and not to be advocated, ex-
cept upon the broadest grounds of public propriety. Feeling
therefore, that the principle involved in this proposed meas-
ure of protecting private business interests by special legisla-
tion, is in conflict with the advanced ideas of our own and
other trading communities, and having grave doubts that the
proposed remedy will afford any relief for the evils com-
plained of.
I remit to you the bill, for such action as your Honorable
Body may see fit to take.
