Senate bill entitled an Act to add a new Section to the
Code of Public General Laws, Article 16, title "Chancery,"
sub-title "Non Compos Mentis," to follow Section 87, pro-
viding for the cases of wards who may be non compos
mentis when they reach their majority, and are unable to
settle with their guardians.
The report was adopted.
Said bill was then returned to the Senate.
Also, unfavorably,
Senate bill entitled an Act to authorize Sarah A. E. Brown-
ington to settle her account as guardian with George P.
Brownington, a minor.
The report was adopted.
Said bill was then returned to the Senate.
Mr. Harig, Cbairman of the Committee on Claims, re-
ported favorably,
A bill entitled an Act to pay to Henry E. Loane, the sum
of one hundred and three dollars and five cents, for balance
due him for work in the Comptroller's Offiee, per certificate
of the Comptroller and President of the Chesapeake and
Ohio Canal Company.
Which was rea I a first time.
Also, reported favorably,
A bill entitled an Act to authorize the Comptroller to pay
Nicholas Brewer, of Washington county, the surn of $15.16,
for money erroneously paid for taxes into the State Treasury,
and to authorize the County Commissioners of said county
to refund to him money improperly paid as county taxes.
Which was read a first time.
Mr Robinson, Chairman of the Committee on Education,
submitted the following
REPORT:
Your Committee, who have been charged with the regard
of the educational interests of the State, submit the follow-
ing report :
Your Committee believe a prime interest of the State to be
an efficient free public school system, conducted upon proper
I principles of economy, and regret that the large expenditure-
of over one million of dollars of State and county funds an-
nually has not given us more gratifying results. The edu-
cational field is occupied by the public schools, the academies
and colleges, and that department which is of most interest
to the public is comparatively least regarded. The average
salary paid to the teachers in the public schools of the coun-
