of Baltimore, as the case may be, it shall be the duty of the
County Commissioners of each of said counties or the Mayor
and City Council of Baltimore, as the case may be, to file such
proofs as they may have with the State Comptroller within
thirty days from the time of such notification and thereupon
it shall be the duty of the State Comptroller to investigate the
question of the residence of such colored male minor and to
determine of what county or the City of Baltimore, as the case
may be, said colored male minor is a proper charge and shall
thereupon notify the said counties or the City of Baltimore as
the case may be of such determination and shall notify the
Board of Managers of the Cheltenham School for Boys, and the
State Comptroller, and the counties and City of Baltimore,
as aforesaid, shall thereafter treat and regard such colored
male minor as of the county or city, as the case may be,
according to the determination of the State Comptroller, and
if the State Comptroller shall find that such colored male
minor is not a proper charge against any county or the City
of Baltimore, in the State, such colored male minor shall
thereafter be regarded as a proper charge against the State at
large.

SEC. 2. And be it further enacted, That this Act shall take
effect on June 1st, 1937.

CHAPTER 71.

AN ACT to exempt, for a period of two years, the Emmitsburg
Railroad Company from all state taxes and from all county
taxes in the County of Frederick.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Emmitsburg Railroad Company shall be exempt
from all state taxes and from all county taxes in the County
of Frederick for a period of two years from January 1, 1937.

SEC, 2. And be it further enacted, That this Act shall take
effect, Tune 1, 1937.

Approved April 26, 1937.

CHAPTER 72.

AN ACT to repeal and re-enact, with amendments, Section 10
of Article 62 of the Annotated Code of Maryland (1924 Edi-
tion), title "Marriages", to increase the fee for marriage
