CHAPTER 468.

AN ACT to authorize, empower and direct the Commissioners
of Chesapeake City, Cecil County, Maryland, to construct,
establish, maintain, operate and control a water supply
system, and/or a sewerage system and sewage treatment plant
or plants, and to provide for the issuance of bonds for the
purpose of such construction, maintenance, operation and
control, and to provide for the levy of assessments and
benefit charges and rates for the payment of such bonds,
and the operation, maintenance, regulation and control of
said system or systems; to provide for the purchase and
condemnation of property, and for other purposes; to pro-
vide for increasing the tax rate, for the purposes defined in
this Act, beyond the limit established in Article 8, Section
101 of the Code of Public Local Laws of Maryland, title
"Cecil County", sub-title "Chesapeake City".

SECTION 1. Be it enacted, by the General Assembly of Mary-
land, That the Commissioners of Chesapeake City, Cecil Coun-
ty, Maryland, be, and the same are hereby authorized, em-
powered and directed to establish and construct a water sup-
ply system, and/or sewerage system and sewage treatment
plant or plants for said town, within and without the town
limits; to do any and all work including preliminary work
and the employment of engineering and clerical force necessary
for the carrying out of the provisions of this Act; and for
the purposes of this Act to issue bonds on the faith and credit
of said town for the payment of said water supply system,
and/or sewerage system, and sewage treatment plant or plants
and to acquire by purchase or condemnation whatever prop-
erty or rights of way within or outside the corporate limits
of said town that they may deem necessary and proper.

SEC. 2. And be it further enacted, That the Commissioners
of Chesapeake City, hereinafter designated as the "authori-
ties", shall proceed as soon as possible after the passage of
this Act to employ such engineering and other help as they
deem necessary for the purpose of preparing surveys, plans,
specifications and estimates for a water supply system, and/or
sewerage system and sewage treatment plant or plants for
said town. Upon the completion of said estimate, the authori-
ties shall advertise by notice in such newspapers and technical
press as they may deem proper, for the receipt of bids for the
construction of said water supply system, and/or sewerage
system either in whole or in part, as in their judgment may
be deemed proper. Said advertisement shall state the time
and place that the authorities may name for the opening of
bids, and all bids must be sent under seal, accompanied by a
