SEC. 7. And 6e it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety and health, and being
passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 465.
AN ACT to add a new section to Article 2A of the Annotated
Code of Maryland (1924 Edition), title "Agriculture", to be
under sub-title "Drainage", said new section to be known
as Section 15, and to follow immediately after Section 14 of
said Article, establishing a State Department of Drainage
under the State Board of Agriculture.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
2A of the Annotated Code of Maryland (1924 Edition), title
"Agriculture", to be under sub-title "Drainage", said new sec-
tion to be known as Section 15, to follow immediately after
Section 14 of said Article, and to read as follows:
15. There is hereby established a State Department of
Drainage under the State Board of Agriculture, the said de-
partment to be administered by the Professor of Agricultural
Engineering of the University of Maryland who, for the pur-
pose of this section, shall be designated as the State Drainage
Engineer.
It shall be the duty of the State Drainage Engineer to pro-
mote and encourage the drainage of agricultural lands in the
State, to correlate the activities of the local drainage organ-
izations in the State and to cooperate with State and Federal
agencies in the interest of a permanent program of im-
proved drainage. The State Drainage Engineer is hereby
authorized to use such technical and clerical assistance as
may be under the control of the State Board of Agriculture
with the approval of said Board. The State Department of
Drainage shall have the powers necessary to accomplish the
purposes herein set forth.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.
