611-B. The House of Reformation, a body politic and cor-
porate of the State of Maryland, in consideration of the State
of Maryland assuming its obligations to the colored male
minors under its care and custody, is hereby authorized and
empowered to transfer its property real, personal and mixed,
reserving, however, out of the cash on hand and accounts re-
ceivable as of October 1st, 1937, the sum of $30, 000. 00; and the
Board of Public Works of the State of Maryland for the con-
sideration aforesaid, is authorized, empowered and directed
to receive a good and sufficient deed transferring to the State
of Maryland, as of October 1st, 1937, its said real and personal
property located at Cheltenham, Maryland, which shall thence-
forth be known as Cheltenham School for Boys.
The sum of f 30, 000. 00 hereinabove referred to shall be held by
the House of Reformation, a body politic and corporate, and
invested or reinvested from time to time, only in bonds of the
State of Maryland or of its Cities or Counties; said fund to
be under the control and management of the Board of Managers
of said House of Reformation, and to be disbursed by said
Board from time to time, in its discretion, both interest and
principal, for the uses and purposes of the Cheltenham School
for Boys, or for the benefit of the past and present employees
of said House of Reformation, or both. Any unexpended
balance of said fund, not used for the purposes aforesaid
within ten years from October 1st, 1937, shall be paid over by
said Board to the Treasury of the State of Maryland, and
thereupon said Board shall take steps to effect the dissolution
of said body corporate.
611-C. The Board of Managers of Cheltenham School for
Boys shall consist of the Governor ex-officio for the time being,
and fifteen members as follows:
Willard W. Allen, Joseph C. Briscoe, Frederick Douglass,
George McDonald and John O. Spencer, who shall serve for a
period ending June 1st, 1938, or until their successors are duly
appointed as hereinafter set forth; Enoch Harlan, Howard C.
Hill, John E. McCormack, Blossie R. Miller and James E.
Steuart, who shall serve for a period ending June 1st, 1939, or
until their successors are duly appointed as hereinafter set
forth; Joseph H. Blandford, Hal B. Clagett, J. Amos Davis,
William H. Gibbons and M. Hampton Magruder, who shall
serve for a period ending June 1st, 1940, or until their succes-
sors are duly appointed as hereinafter set forth. At the ex-
piration of their respective terms, the Governor shall appoint
successors (and in his discretion the same persons may be
appointed to succeed themselves) for the term of three years,
and it shall be the duty of the Governor to fill vacancies for
the balance of the respective terms, caused by death, resigna-
