and said contractor or contractors shall agree in said con-
tracts to complete and equip the said building and additions
within a reasonable. time after the said contract is let as
specified in each contract by the said Board of Education, to
pay all laborers employed by him or them in connection with
said contract and for all materials used in the construction
and equipping of said building and additions, and shall give
bond acceptable to said Board for the faithful performance
of his contract. And the said Board of Education is hereby
given full power and authority to employ an architect or
architects and to do all things in connection with the con-
struction, remodeling, furnishing and equipping of said school
building and additions as may be necessary.
SEC. 6. And be it further enacted, That if and whenever
the said Board of Education shall determine upon the erection
of a new high school building in Williamsport, Maryland,
and the remodeling of the present Williamsport High School
Building and the construction of the addition to the Wood-
land Way Junior High School in the City of Hagerstown and
the construction of the addition to the South Potomac Junior
High School Building in the City of Hagerstown and shall
let the contract or contracts therefor as provided in Section
5 hereof and shall desire that the work in connection with
said building or buildings shall be commenced and carried
forward before it shall be possible to issue and sell a series
of bonds as provided for in Section 2 hereof the said County
Commissioners of Washington County are hereby authorized
and empowered to borrow upon the faith and credit of said
County such sums of money as shall be sufficient and neces-
sary to meet and pay the contract price for such building
or buildings as the work thereon shall progress and payment
therefor becomes due under said contract, and to issue cer-
tificates of indebtedness for said sums so borrowed, and shall
pay said certificates of indebtedness out of the proceeds of
the sale of the bonds issued thereafter.
SEC. 7. And be it further enacted, That the money arising
from the sale of said bonds shall be deposited in a separate
and special account in some bank or banks, savings institu-
tion or institutions or trust company or companies by the
said Board of County Commissioners of Washington County
that will pay interest at the best rate obtainable, and the
said money shall be paid out only on checks, signed by the
President of the said Board of County Commissioners of
Washington County, countersigned by the Clerk of said
Board.
