(a) For the payment of the costs of the engraving or print-
ing of said bonds and for the payment of the costs of adver-
tising authorized by this Act and all other incidental expenses
connected with the issuance of said bonds.

(b) The sum of $110, 000. 00 shall be used, expended, and
applied by the Board of Education for the purpose of erecting
a new high school building in the Town of Williamsport and
for equipping and furnishing the same.

(c) The sum of $15, 000. 00 shall be used, expended, and
applied by the Board of Education for the purpose of remodel-
ing and repairing the present high school in the Town of Wil-
liamsport.

(d) The sum of $30, 000. 00 shall be used, expended, and
applied by the said Board of Education for the purpose of
constructing and erecting an addition to the Woodland Way
Junior High School in the City of Hagerstown and for equip-
ping and furnishing the same.

(e) The sum of $35, 000. 00 shall be used, expended, and
applied by the Board of Education for the purpose of con-
structing and erecting an addition to the South Potomac
Junior High School in the City of Hagerstown and for equip-
ping and furnishing the same.

Provided, however, that the funds herein enumerated and
for the specified purposes herein outlined shall be expended
as herein set forth and shall not be diverted for any other pur-
pose and any balance remaining unexpended of the amounts
hereinbefore specified shall be retained by the County Com-
missioners of Washington County and applied by them in
their discretion to school purposes or to the purchase and
retirement of any school bonds theretofore issued under this
Act or under the provisions of any previous Act of the Gen-
eral Assembly of Maryland.

SEC. 5. And be it further enacted, That the said Board of
Education of Washington County shall award the contracts
for the erection of the new high school in the Town of Wil-
liamsport, for the remodeling of the present Williamsport High
School Building, for the addition to the Woodland Way
Junior High School in Hagerstown and for the addition to
the South Potomac Junior High School in Hagerstown and
for the equipping of the same with heating plants and light-
ing and water fixtures and other proper school equipment to
the lowest responsible bidders therefor, after the said Board
shall have advertised for bids therefor, provided, however,
that said Board shall have the right to reject any or all bids.
Said Board of Education shall require the successful bidder
or bidders to whom said contracts are awarded to make a
contract in writing for the faithful performance of his work
