tion of such tax, street assessment or special assessment, the
treasurer for the time being in the municipality in which such
tax, street assessment or special assessment is or are due,
shall have and is hereby given the right to institute a plenary
proceeding in equity in the Circuit Court for Prince George's
County, Maryland, to plenarily establish a lien upon such real
estate for the tax or street assessment or special assessment,
interest, penalties, and costs against such real estate, and to
obtain a decree for enforcement thereof by having said real
estate sold at a Court sale as herein provided. In the event
the town treasurer of any municipality shall file said suit, as
herein provided for, the town treasurer shall set forth in a
Bill of Complaint, filed by him, in the Circuit Court of Prince
George's County, in Equity, a description of all the property
within the municipality for which taxes, street assessments or
special assessment remain due and unpaid theretofore offered
for sale by the treasurer of such municipality and unsold or
bought in by the municipality and as to which the time for
the redemption thereof has expired, the name or names of the
assessed owner or owners of each parcel thereof and, where
the property has been sold by the assessed owner since the
date of assessment, the name or names of the present owners
thereof, and the amount due and unpaid to said municipality
for taxes, street assessment or special assessments on each
parcel, together with all interest and other charges accrued
and payable thereon to such municipality; and the assessed
owner or owners of each piece of real estate, and the then
owner or owners of each piece of real estate, whenever the
same shall have been sold since the assessment against the
same, and the Board of County Commissioners of Prince
George's County and the Washington Suburban Sanitary Com-
mission shall be made parties defendant in said suit and if
residents of the State of Maryland, shall be personally served
with process, and if non-residents, shall be served with process
by publication as is otherwise provided by law for the service
of process in causes in Equity against non-resident parties.
The Circuit Court for Prince George's County, Maryland, is
hereby given jurisdiction to hear and determine such causes
as may be instituted by any town treasurer pursuant to the
authority hereof, establish such liens therein as may be proved
to be due against the real estate described in said bill and
decree the enforcement thereof whenever any defendant shall
have been served by process or publication as herein pre-
scribed, provided that where service by process or publication
has not been perfected as to any of said defendants the court
shall proceed with such suit in Equity as to the other parcels
of real estate described in the bill excepting only those parcels
in which such defendants are interested as assessed or present
