sub-title "Annapolis", as said sections were amended by
Chapter 345 of the Acts of 1933 and to add a new section
to said Article, said new section to be known as Section 21E
and to follow immediately after Section 21D of said Article,
restoring the word "Counselor" in Sections 21A and 21D,
and providing pensions for the members of the paid Fire
Department of the City of Annapolis.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 21A and 21D of Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County", sub-title "Annapolis", as said sections were
amended by Chapter 345 of the Acts of 1933, be and they are
hereby repealed and re-enacted with amendments and to add
a new section to said Article, said new section to be known as
Section 21E, to follow immediately after Section 21D of said
Article, and all to read as follows:

21A. There shall be appointed every three years, by the
Mayor, Counselor and Aldermen of the City of Annapolis, a
discreet and capable person, a resident in said City for at least
three consecutive years next preceding the date of his appoint-
ment, who shall be styled the Police Commissioner of the City
of Annapolis, and his term of office shall be for a period of
three years and until his successor is duly appointed and quali-
fied. He shall be subject to removal by the Mayor, Counselor
and Aldermen of the City of Annapolis for official misconduct
or incompetency, provided that he shall be served with a copy
of the charges and specifications, in writing, at least five days
before a hearing thereon shall be had. The said Commissioner
shall not be eligible to an elective office during the term for
which he was appointed. The said Mayor, Counselor and Al-
dermen of the City of Annapolis shall pay a salary to the said
Commissioner not exceeding the sum of Two Hundred Dollars
($200. 00) per annum. There shall be appropriated each year
One Hundred and Fifty Dollars ($ 150. 00) as a contingent
fund for the said Police Commissioner, to be expended for
traveling expenses or for such other purposes as said Commis-
sioner may, in his discretion, deem desirable and necessary in
the public interests; and the said fund shall be paid by the
Treasurer of the City of Annapolis upon the order of the said
Police Commissioner without the approval of any other of-
ficial or officials, anything in the Charter or ordinances of said
City to the contrary notwithstanding.

21D. A member of the Police Department may be retired
from the department after twenty years of active service on a
retirement salary of $50. 00 per month, if permanently
incapacitated for active duty, in the opinion of the Commis-
