lected on wines the said taxes so paid on wines purchased
for sacramental purposes as aforesaid; provided, that appli-
cations for refunds as provided herein must be filed with
the Comptroller within ninety (90) days from the date of
purchase or invoice.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the Two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 412.
AN ACT to repeal and re-enact with amendments Section 174
of Article 56 of Bagby's Annotated Code of Maryland (1935
Edition), title "Licenses", sub-title "Motor Vehicles", to
exempt motor vehicles owned and used by all accredited
consular and diplomatic officers of foreign governments
from the payment of registration fees.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 174 of Article 56 of Bagby's Annotated Code
of Maryland (1935 Edition), title "Licenses", sub-title "Motor-
Vehicles", be and the same is hereby repealed and re-enacted:
with amendments to read as follows:
174. All motor vehicles owned and used by the State or
any City, Town, Village or County of this State and all motor-
vehicles owned and used for personal or official purposes by-
accredited consular or diplomatic officers of foreign govern-
ment, which officers are nationals of the state by which they
are appointed and are not citizens of the United States and
by any incorporated volunteer fire company, incorporated in
this State and used for fire-fighting or ambulance purposes
are hereby exempted from the provisions of this sub-title re-
quiring the payment of registration fees, but all such vehicles
shall display identification markers approved by the Commis-
sioner of Motor Vehicles.
SEC. 2. And be it further enacted, That this Act shall take
effect on June 1, 1937.
