and empowering the County Commissioners of Harford
County to sell any real estate which the County may now
or hereafter own which is no longer needed for County
purposes, and to purchase, rent or lease any real estate
which is necessary for the proper and economical conduct
of the County's business, as determined by said Commis-
sioners, and to erect improvements thereon or alter any
improvements which may be thereon at the time the same
is purchased, rented or leased.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Article 13 of the Code
of Public Local Laws of Maryland, title "Harford County, "
sub-title "County Commissioners, " to follow Section 227 of
said Article, and to be known as Section 227A, and to read
as follows:
Section 227A. The County Commissioners of Harford Coun-
ty are hereby authorized and empowered to sell any real estate,
together with any improvements thereon which the County
may now or hereafter own which is no longer needed or neces-
sary for County purposes. Said land, together with improve-
ments, if any thereon, shall be sold in such manner and at
such prices and on such terms as said County Commissioners
may determine, provided the same are fair and reasonable;
and the said County Commissioners are hereby empowered to
give a good and sufficient deed to the purchaser or purchasers
thereof; and it is further provided that the proceeds derived
from the sale thereof be turned over to the County Treasurer
of Harford County to be deposited in his name as such Treas-
urer to the account of the contingent fund.
The said County Commissioners are also authorized and
empowered to purchase, rent or lease any real estate in Har-
ford County which is necessary for the conduct of the County's
business as determined by said Commissioners, and also to
erect improvements thereon or alter any improvement which
may be thereon at the time the same is purchased, rented or
leased; to pay for said land and improvements from any funds
in the hands of the said County at the time and not otherwise
allocated, or to levy sufficient sum for the payment thereof.
The land so purchased shall be deeded to Harford County,
and shall be held by the Board of County Commissioners in
the same manner as other real estate now belonging to the
County.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
