SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be and they are hereby added to
Article 22 of the Code of Public Local Laws of Maryland (1930
Edition), title "Washington County", to be under sub-title
"Infant and Child Health Center", said new sections to be
known as Sections 381A and 381B, to follow immediately
after Section 381 of said Article, and to read as follows:

381A. The Mayor and Council of Hagerstown are hereby
authorized and directed, in their discretion, to enter into a
contract with the "Infant and Child Health Center, Incor-
porated" whereby they shall contract to contribute annually a
sum of money not to exceed twenty-five hundred ($2, 500. 00)
dollars for the care and maintenance of the health center
under the control and direction of the said "Infant and Child
Health Center, Incorporated".

381B. For the purpose of carrying out the obligations
which may be incurred under the provisions of the aforegoing
Section, that the said Mayor and Council of Hagerstown, be
and they are hereby authorized and directed, in their discre-
tion to levy and collect annually on the assessable property of
said Town, a sum of money sufficient to meet the obligations
to be incurred by the said Mayor and Council of Hagerstown,
under the provisions of the aforegoing section.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 394.

AN ACT to add two new sections to Article 22 of the Code of

533A and 533B, and to follow immediately after Section 533
of said Article, authorizing and directing the County Com-
missioners of Washington County, in their discretion, to
enter into an agreement to contribute a sum of money, not
