98. The Commissioners may pass all ordinances necessary
to give effect to the powers vested in them by this charter, and
provide for minimum and maximum fines, penalties and for-
feitures for the breach of their ordinances; but no ordinance
shall provide for a fine, penalty or forfeiture for any one
offense of more than one hundred dollars and confinement in
jail for more than thirty days.

99. All fines, penalties, and forfeitures imposed by any
ordinance may, in addition to or in lieu of, confinement in jail
for default in payment be collected as small debts are, and
shall be applied in such manner, for the use of said town, as
may from time to time be directed by ordinance.

100. The public ground and property within said corpora-
tion, belonging to the town, shall be vested in the Commis-
sioners, to have and to hold for the benefit of said corporation,
its successors and assigns.

101. The Commissioners of said town are authorized to
pass ordinances for the regulation, good government, health,
welfare, safety, sanitation, improvement and comfort of the
said town, and the inhabitants thereof; to suppress vice, crime
and immorality; to restrain loitering, disorder and disturb-
ance of the peace; and to prevent and remove nuisances within
said corporation. They may also close, straighten, widen,
improve and open streets, grade and page the same, make
causeways, establish the width, and grade of sidewalks, curb,
pave and set out shade trees therein; and may prescribe and
collect license fees for shows, circuses and theatrical perform-
ances, traveling or permanent, and on peddlers and hawkers.
They may establish building lines and building, fire, electrical
and plumbing regulations, and charge reasonable permit fees.
They may provide by ordinance for the removal of fire hazards,
and of unsanitary or unsafe buildings.

102. Justices of the Peace for Prince George's County,
resident in the town, are hereby declared to be conservators
of the peace of the town; and it shall be their duty to order
the arrest of any person found by them breaking the peace or
disturbing the quiet and order of the town, or violating any
of the ordinances made by the Commissioners of the town and
upon complaint made before them of the violation of any
ordinance of said town, shall issue process in the name of the
Commissioners of Bowie, to recover the fine or penalty im-
posed for the violation of such ordinance against the party
offending, and may hear and determine the matter and shall
receive the same fees as are allowed in State cases or such
other or additional compensation, payable out of town funds,
