count as otherwise authorized by Sections 7A, 7B, 7C, 7D, 7E
and 7F of Article 89B, there occurs on the records of the
State Roads Commission an over-draft for said Counties, and

WHEREAS, it is desired, since these roads have become a part
of the State Highway System, that the over expenditures, now
shown as a deficit on the books of the State Roads Commis-
sion, be charged to the Maintenance and Reconstruction Fund
of said Commission, and

WHEREAS, in fairness to the other Counties, in giving this
credit, some funds should accrue to the accounts of the several
remaining Counties; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the State Roads Commission be and it is hereby
authorized, directed and empowered to set aside and charge
against the Maintenance and Reconstruction Fund of the said
Commission the sum of Three Hundred Fifty Thousand Dol-
lars ($350, 000. 00) to be allocated among the counties of the
State (exclusive of Calvert, Kent and Montgomery Counties)
in the following proportions, to wit:
