Planning Survey are hereby directed to furnish to the State
Roads Commission copies of all their reports and plans which
relate to the development of a complete system of State roads
and highways and connecting bridges and tunnels, and to make
available to the State Roads Commission upon request all
surveys, traffic reports and estimates, estimates of costs of
construction and of operation, and other matter and informa-
tion in their possession, which the State Roads Commission
may require for the performance of its duties under this sub-
title. And the State Roads Commission is hereby directed
to make such additional investigations, surveys and estimates
as it may deem necessary and to formulate a preliminary plan
for the construction of bridges and tunnels and connecting
roads in order to remove, as far as may be feasible and prac-
ticable, the handicaps to transportation by motor vehicles,
which are caused by the water areas of the State. Upon the
formulation of such preliminary plan, the State Roads Com-
mission shall submit a copy thereof to the Bridge Supervisory
Committee hereinafter created, together with such available
information as said Committee may require for its considera-
tion of the plan. If a majority of the members of said Com-
mittee shall approve such preliminary plan, they shall endorse
their approval upon a copy of the plan and file the same with
the Secretary of the State Roads Commission. If such pre-
liminary plan shall not be so approved, the State Roads Com-
mission shall be authorized to make such changes therein as
may be necessary to secure such approval, and thereupon a
copy of the plan as changed, with the approval of a majority
of the members of said Committee endorsed thereon, shall be
filed with the Secretary of the State Roads Commission.

In making investigations, surveys and estimates for the
formulation of such plan, the State Roads Commission shall
consider first the project or projects which it deems most im-
portant and essential for carrying out the purposes of this
sub-title. Upon completion of its investigation of any such
project, the State Roads Commission may, if it deems the
construction of such project feasible and practicable, submit
its report on such project to the Bridge Supervisory Com-
mittee, and if a majority of the members of the Bridge Super-
visory Committee shall certify to the Secretary of the State
Roads Commission that in their opinion the construction of
such project is feasible and practicable and advantageous to
the State, the State Roads Commission may proceed with the
construction of such project and financing the cost thereof
before the formulation of the above-mentioned preliminary
plan.
