therefor for cash, if the price, in the judgment of said Com-
missioners, be adequate, and when two or more bidders have
made the same bid and said bid is the highest and the bonds
so bid for by the highest responsible bidders are in excess of
the whole amount of the bond so offered for sale, such bonds
shall be awarded to the highest responsible bidders bidding
the same price in a ratable proportion, and if any of such cer-
tificates to be offered for sale are not bid for or if an insuf-
ficient price be bid for them, in the discretion of said Commis-
sioners, they may be subsequently disposed of by the said
County Commissioners for Calvert County at private sale,
upon the best terms that can be obtained for the same.
SEC. 3. And be it further enacted, That the proceeds from
the sale of the bonds aforesaid shall be paid to the County
Treasurer of Calvert County and one-third of said proceeds
shall be applied to and used for the construction of lateral
roads in each of the three Election Districts in Calvert Coun-
ty and no part of such proceeds shall be paid out by said
County Treasurer except upon the warrant of the County
Commissioners of Calvert County.
SEC. 4. And be it further enacted, That the County Com-
missioners of Calvert County, in their discretion, may provide
for the construction of said lateral roads in such manner, of
such material and at such locations as they shall determine,
either by contract made by the said County Commissioners or
by the road authorities of said County, or the said County Com-
missioners may authorize the State Roads Commission to con-
struct or supervise the construction of said roads, all as the
said County Commissioners shall determine and in accord-
ance with the provisions of Section 4 hereof.
SEC. 5. And be it further enacted, That for the purpose of
paying the principal of said bonds when they mature and for
paying the interest thereon, the County Commissioners of Cal-
vert County shall annually levy a tax upon the assessable
property of said County sufficient to pay said interest and to
pay said bonds as they mature, said taxes to be collected as
other taxes levied in said County are collected; provided, how-
ever, that pursuant to contract between the State Roads Com-
mission and the said County Commissioners, the State Roads
Commission of Maryland, or the Comptroller and Treasurer of
Maryland, on order of the said State Roads Commission, may
pay over to said County Commissioners, to be used exclusively
for payment of said bonds when they severally mature, the
sum of Twenty-two Thousand Five Hundred Dollars ($22, -
500. 00) for the year 1942 and the sum of Twenty-two Thou-
