also a tax in each year upon all said assessable property in
said county sufficient to pay the principal of said bonds as
said bonds respectively mature and are due and payable.
SEC. 10. And 6e it further enacted, That the authority
herein granted is hereby declared to be exclusive and shall
not be construed to be in addition to or supplementary of any
other authority to borrow money and issue bonds heretofore
conferred upon the County Commissioners of Montgomery
County or upon the Board of Education of Montgomery Coun-
ty, and in the event the County Commissioners of Montgomery
County proceed to borrow money and issue bonds under this
Act upon the terms and conditions herein prescribed, then any
authority heretofore granted to the County Commissioners of
Montgomery County or to the Board of Education of Mont-
gomery County to borrow money or issue bonds for school con-
struction purposes, to the extent that such authority has not
been exercised at the time the County Commissioners of Mont-
gomery County avails itself of the authority hereby granted,
be and the same is hereby repealed, revoked and rescinded as
of such time.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote supported by three-fifths of
all of the Members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 336.
AN ACT to provide for the naming of the improved state
road between Baltimore City and Annapolis as "The Ritchie
Highway", in order to perpetuate the name of the late Hon-
orable Albert C. Ritchie.
WHEREAS, In order to perpetuate the name of the late Hon-
orable Albert C. Ritchie, for fifteen years Governor of Mary-
land, it is deemed appropriate that the improved state road
between Annapolis and Baltimore City should be named "The
Ritchie Highway".
