Council shall assign, and shall receive a salary or compensa-
tion of four hundred and twenty ($420. 00) dollars per annum
and shall give such bond as may be required. The said Clerk
shall keep a neat and correct minute of the proceedings of
the City Council, in a well-bound book, which shall at all times
be open for the inspection of any person interested. He shall
also enter in a well-bound book, kept for such purpose only, a
correct copy of all ordinances of the Mayor and City Council
and index the same as entered. He shall also cause copies of
all of said ordinances to be published one time in at least one
newspaper published in the said town.

622. The City Council shall meet upon the next Monday
night succeeding their election and after qualifying by taking
the same oath required to be taken by the Mayor, they shall
proceed to organize by electing one of their number President
of the City Council. They shall meet at 7. 30 P. M. on the
second Monday and on the fourth Monday of each month for
the transaction of general business, and at such other times as
they may be called in special meeting by the Mayor. Three
members present and voting shall constitute a quorum of the
City Council for the transaction of business, but a majority
vote of all the members of said Council, elected and qualified,
shall be necessary for the passage of any ordinance, resolu-
tion, order or appropriation. All ordinances, resolutions,
orders and appropriations shall take effect from the date of
their passage unless otherwise provided therein.

650. The Mayor shall on the fourth Monday in April, of
each and every year, appoint a City Solicitor, subject to the
confirmation of the City Council, who shall be the legal
representative of the Mayor and City Council, of Laurel, and
shall receive an annual retainer of two hundred dol-
lars, for which he shall attend all regular meetings of the
City Council and such special meetings as he may be requested
to attend, shall prepare all ordinances, and shall, in general,
give such advice to the Mayor and City Council as may be
requested by them.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon the yea and nay vote by three-fifths of all of
the members elected to each of the two Houses of the General
Assembly of Maryland, the same shall take effect from the
date of its passage.
