Sub-section (B) of Section 6. That the taxes provided for
in Paragraph A of this section shall be levied by ordinance en-
acted by the District Heights Commission, and any such ordi-
nance shall be in force and effect from and after the date of the
enactment of the same. And nothing contained in Section 8
of this Act shall apply to any ordinance so levying such taxes,
the intent of this Section 6 being that the District Heights
Commission shall have power, and it shall be the duty of said
Commission, to enact such ordinances levying such taxes with-
out submitting any such ordinance to a public meeting of the
residents of said town, and that any such ordinance so levying
such taxes shall be in force immediately upon the enactment of
such ordinance.

Sub-section (A) of Section 8. That the District Heights
Commission shall have power to pass and enact such ordi-
nances, consistent with law, as said Commission may deem
proper for carrying into execution the provisions of this char-
ter, or for the good government, welfare, public health, safety
and morals of said town. Provided, however, that no police
ordinance or ordinances shall be passed unless and until the
same shall have been submitted to a public meeting of the reg-
istered voters of said town called for that purpose, and an
opportunity given for public discussion. Notices of such hear-
ing shall be posted in three public places in the town for five
days, including Sundays and holidays, before such hearing.
Any such ordinance or ordinances so enacted by said Commis-
sion shall have the force and effect of law within said town on
and after the tenth day, (including Sundays and holidays),
after said Commission shall have posted a notice to that effect,
together with a copy of such ordinance or ordinances, in three
public places in said town. And it shall be the duty of said
Commission to post such notices, together with copies of any
such ordinance or ordinances, within ten days, (including
Sundays and holidays), after said Commission shall have
enacted such ordinance or ordinances.

Sub-section (B) of Section 8. That, upon petition of sixty
(60) per centum of the registered voters of said town, who are
resident tax payers upon real property in said town, any ordi-
nance, consistent with law, may be submitted to said Commis-
sion, for adoption or rejection. After such petition shall have
been filed with said Commission at one of the regular or spe-
cial meetings of said Commission said Commission shall call a
public meeting as provided in Sub-section A of this section, to
be held at the next regular meeting or a special meeting to be
called for the purpose, and after such hearing shall adopt or
reject the proposed ordinance. Provided, however, (a) that
such petition shall be typewritten or printed, (b) that such
