the method of election and of filling vacancies, the power
and procedure in passing ordinances, the time of the tax
levy, and the powers of the Town Commissioners with re-
spect to streets and public ways, including the power to
assess and enforce the collection of the total cost of certain
improvements against abutting property.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-sections E, J and K of Section 3, Section 4, Sub-
sections A and B of Section 6, Sub-sections A and B of Section
8, and Sub-sections C, L, P, T and II of Section 10, of Chapter
61 of the Acts of the Special Session of 1936, be and the same
are hereby repealed and re-enacted with amendments so as to
read as follows:

Sub-section (E) of Section 3. That the Secretary Commis-
sioner shall have charge of the town seal and all property, rec-
ords, books, papers and other things of said town. Said Sec-
retary Commissioner and Chairman Commissioner shall, with-
in the limits of said town, have the same power and authority
to administer oaths of office of the Town Treasurer,
members of the Board of Election Supervisors, and other
town officers, and oaths to other persons as provided in
this charter, as is possessed by a Justice of the Peace and a
Notary Public. Any person who swears falsely before said
Secretary Commissioner, or Chairman Commissioner, shall be
guilty of the crime of perjury and shall be subject to the penal-
ties provided by the laws of the State of Maryland.

Sub-section (J) of Section 3. That each of the Commis-
sioners shall, before entering upon the duties of his office,
take the oath prescribed by Section 6 of Article 1 of the Con-
stitution of Maryland, before the Clerk of the Circuit Court
for Prince George's County, or one of his deputies.

Sub-section (K) of Section 3. That said town Treasurer, be-
fore entering upon the duties of his office, shall take the con-
stitional oath of office, before the Chairman Commissioner,
or before a Justice of the Peace or other officer or person,
(including a Notary Public), authorized to administer oaths
in Prince George's County. And also shall give bond to the
Town of District Heights, with such surety or sureties as said
Commission may by resolution require, in the sum of One
Thousand Dollars ($1, 000. 00). The cost of said bond shall be
paid out of town funds. Said bond, or certified copy thereof,
and said oath of office, or a certified copy thereof, shall be
kept among the town records.

Sub-section (A) of Section 4. That the Town of District
Heights and The District Heights Commission shall have
