The net proceeds of the funds derived from the sale of
licenses issued to licensees within the corporate limits of the
municipalities of Aberdeen, Bel Air and Havre de Grace, after
the deduction of a proportionate part of the expenses incident
to the proper administration and enforcement of this Act,
shall be paid by said Commissioners to the Treasurers of said
respective towns, to be applied first to the payment of the in-
terest due on their respective bonded indebtednesses, and sec-
ond to the redemption of the principal of said bonded in-
debtednesses.

The expenses of the Sheriff of Harford County in making the
inspections and reports provided for in Section 421-1 hereof,
and any and all other expenses incident to the proper adminis-
tration and enforcement of this Act, shall be paid as follows:
One-fourth by the County Commissioners of Harford County;
one-fourth by The Commissioners of Aberdeen; one-fourth by
The Commissioners of the Town of Bel Air; and one-fourth by
The Mayor and City Council of Havre de Grace.

SEC. 3. And be it further enacted, That the provisions of
Sections 414 to 421, inclusive, of Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County", sub-
title "Liquors and Intoxicating Drinks", and Sections 352 to
380, inclusive, of said Article, sub-title "Havre de Grace", are
hereby repealed in so far as the same are inconsistent with the
provisions of this Act.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the business, public health and safety,
and having been passed by yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact with amendments, Sub-sections
E, J and K of Section 3; Section 4; Sub-sections A and B of
Section 6; Sub-sections A and B of Section 8; and Sub-sec-
tions C, 'L, P, T and U of Section 10, of Chapter 61 of the
Acts of the Special Session of 1936; entitled, AN ACT to
incorporate the Town of District Heights, in Prince George's
County, et cetera: said amendments relating to oaths of of-
fice and other oaths, the terms of office of the commissioners,
