provisions of this Act, or the regulations promulgated here-
under, or is failing to observe in good faith the purposes there-
of, he shall report the same to the State's Attorney of Harford
County; and it shall be the duty of said Sheriff and said State's
Attorney to prosecute such licensee under the provisions of
this Act.

The Sheriff shall make monthly reports to the County Com-
missioners of Harford County of such inspections; and, if it
is shown by such reports that any licensee is violating the pro-
visions of this Act, it shall be the duty of said Commissioners
to summon such licensee before them for a hearing. If, at such
hearing, the charges of the Sheriff are sustained, the license
of such licensee shall immediately be revoked.

For his services in making such inspections and reports, the
Sheriff shall receive from the funds derived from the issuing
of licenses under this Act his traveling, and other, expenses
connected therewith, not to exceed the sum of One Hundred
Dollars ($100) per month.

Any applicant for, or holder of, a license under the pro-
visions of the Act, who shall feel aggrieved at the action of
the County Commissioners in refusing a license, or revoking a
license previously issued, shall have the right of an appeal to
the Circuit Court for Harford County. Said appeal shall be
begun by the filing of a petition in said Court, setting forth
the facts, and actions of said County Commissioners, and
praying for a re-hearing of the issue involved in said facts
before said Court, or before said Court and a jury, as the
petitioner shall elect in said petition. A copy of said petition
shall be served upon said County Commissioners, which
service and the date thereof shall be noted on the original
petition. Upon the filing of said petition and proof of service
on said County Commissioners, as provided herein, the peti-
tioner, upon application to the Court shall be entitled to have
the issue of fact raised by said petition assigned for trial at
the earliest convenient day. Upon said trial, if the action of
the County Commissioners shall not be sustained by said
Court and/or jury, said County Commissioners shall forth-
with issue the license applied for, or re-instate the license re-
voked, as the case may be.

421J. The County Commissioners of Harford County are
hereby authorized to promulgate rules and regulations, not
inconsistent with this Act, for the publication of applications
for licenses, the issuance of such licenses, and for the operation
of all business by licensees. Said regulations may be modified
from time to time as may be deemed desirable.

421K. No person, firm, association or corporation shall
sell, or offer for sale, by retail within the limits of Harford
