the. appointment of Wardens as herein provided may contract
with any incorporated Society for the Prevention of Cruelty
to Animals or similar incorporated dog protective association
operating in one or more election districts to act as Warden
for the enforcement of the licensing act and for the main-
tenance of a shelter, the seizure and impounding of all un-
tagged, unlicensed, lost, strayed, homeless or wild dogs, and
for the destruction or other disposition of wild or seized dogs
not redeemed as hereinafter provided in this Act; provided,
however, that the compensation to be paid by the County to
such Society or association shall not exceed in any one year
the amount collected for dog licenses in the said County or
election district involved in the contract less the districts pro-
rated expense of the County Treasurer's office for the purchase
of license certificates, tags, census books and printed matter.
256B. LICENSING OF DOGS. It shall be unlawful for any
person to own or harbor a dog unless licensed as provided in
this Act. Licenses shall not be required for dogs under the
age of four months which are not at large. The license period
shall run for the calendar year; namely, from January 1st to
December 31st inclusive, and the license fee, which shall be
the only license or tax on dogs in this County and which is
payable at the office of the County Treasurer, or his duly
authorized agent, shall be regulated and determined and, if
paid when due and payable, shall be as follows:
(a) Individual Dog License. Every person owning or har-
boring a dog within Anne Arundel County shall apply either
orally or in writing to the County Treasurer, or such agents
as are duly authorized and advertised by the Board of County
Commissioners to enforce this licensing act, for a license cer-
tificate and tag for each such dog owned or harbored by him,
excepting dogs kept under a kennel license as provided for
in the following sub-section, and such application shall state
the name, sex, breed, age, color and markings of each such
dog and be accompanied by a fee of One Dollar ($1. 00) for
each male or successfully spayed female, and a fee of Two
Dollars ($2. 00) for each unspayed female whose license tag
shall be stamped with the letter "F" before the tag number.
In order to secure a license for a spayed female, the appli-
cant must present for the inspection at the time of applica-
tion a certificate in writing signed by a duly licensed veteri-
narian describing the dog and stating that to his knowledge
it has been spayed and the inspection of this certificate shall
be noted on the license certificate and stub for future refer-
ence by recording the veterinarian's name and address there-
on.
