(d) The words "owner", and "own", include any person
having a right of property in a dog, and any person who keeps
or harbors a dog or has it in his care or acts as custodian or
permits it to remain on or about any premises occupied or con-
trolled by him for more than two weeks.

The word "kennel", means an enclosure wherein dogs are
kept and from which they cannot escape.

(f) The words "peace officer", means any official either
elective, appointive or ex-officio in a district or community
having by virtue of his office authority under existing law to
make an arrest.

(g) The word "Warden", where used in this Act shall refer
to Dog Warden or society authorized and empowered to act in
such capacity.

(h) The words "keeping", or "harboring", mean the act or
sufferance either of feeding or sheltering a dog on the premises
of the occupant or owner thereof.

(i) The word "country", means a woodland or farming
district in rural parts beyond the limits of a community or
settlement.

(j) The words "dogs living in a wild state", mean dogs that
roam the woods and fields, prey on animals for food and have
no domesticated home.

(k) The words "running at large", mean not under the im-
mediate control while off the premises of its owner.

256A. CREATION OF DOG WARDENS AND AUTHORITY TO CON-
TRACT ENFORCEMENT OF LICENSING. The Board of County Com-
missioners of Anne Arundel County may establish and main
tain one or more dog pounds or shelters in the County for the
impounding of dogs under the provisions of this Act. the ex-
pense for construction and maintenance of which shall be paid
out of the Pound Fund, and shall create the office of Dog
Warden and at its first meeting in January each year shall
appoint one or more persons to this office to act as dog license
enforcement officers in the various election districts assigned
to them. Such Wardens shall have all the power of a con-
stable or other peace officer in the execution of the provisions
of this Act, including the service of summons, the suing out
and service of a warrant of arrest or of replevin for a dog;
to make arrests, and to prosecute charges in connection with
unlawful acts or violations relating to or growing out of such
enforcement.

Beginning in January each year, Wardens shall make a com-
plete canvass of the election district for which they are ap-
pointed and shall compile a census, in a book furnished by the
County Treasurer, showing the names and addresses of every
household in each district with the name of each member of
a household that owns or harbors a dog and stating the num-
