CHAPTER 246.
AN ACT to repeal and re-enact, with amendments, Section 15
of Article 64A of the Annotated Code of Maryland (1924
Edition), title "Merit System", to provide for appeal from
the finding and decision of the State Employment Commis-
sioner as to the dismissal or demotion of any employee of
the classified service.

CHAPTER 247.
AN ACT to add five (5) new sections, appearing under a new
sub-title, to be known as "Mechanic's Liens—Aircraft", to
Article 1A of the Annotated Code of Maryland (1935 Sup-
plement), title "Aeronautics", said new sections to be known
as Sections 51, 52, 53, 54 and 55, to follow immediately after
Section 50 of said Article, to authorize a lien upon all air-
craft and parts thereof for all charges incurred, providing
that said lien shall be superior to the rights of the holders
of conditional sale contracts, bills of sale, chattel mort-
gages or other liens of any kind which are not recorded, and
further providing that said lien shall be waived by the de-
livery of the aircraft or part thereof as against third per-
sons without notice, providing further for the determina-
tion of any dispute concerning the amount of the charges
by appropriate legal proceedings, providing further for the
method of selling said aircraft or part thereof for unpaid
charges after a period of thirty (30) days, providing further
that said lien shall not preclude any other remedies allowed
by law, and providing further for the right of the owner to
replevin said aircraft or part thereof.
SEC. 1. Be it enacted by the General Assembly of Mary-
land, That five (5) new sections, appearing under a. new sub-
title to be known as "Mechanics Liens—Aircraft" be and they
are hereby added to Article 1A of the Annotated Code of Mary-
land (1935 Supplement), title "Aeronautics", said new sec-
tions to be known as Sections 51, 52, 53, 54 and 55, to follow
immediately after Section 50 of said Article and all to read
as follows:
51. Whenever an aircraft or any part thereof is left by the
owner or by any other person with his authority, express or
implied, in the custody of any corporation, firm or individual,
association, or person for repair, rebuilding, storage, or for
