SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 169 to 172, inclusive, of Article 2 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Anne Arundel County, " sub-title "Brooklyn, " Sections 295 to
297, inclusive, of said Article, sub-title "Germantown and Vi-
cinity, " and Section 237 of said Article, sub-title "County
Commissioners, " be and they are hereby repealed, and that
nine new sections be and they are hereby enacted in lieu there-
of, said new sections to be known as Sections 406A to 406H,
inclusive, to be under a new sub-title "Police Department, " and
to read as follows:
406A. The County Commissioners of Anne Arundel County
are hereby directed, authorized and required to create a Police
Force for the preservation of law and order and for the pro-
tection of persons and property in Anne Arundel County,
said Police Force to be known as "Anne Arundel County Po-
lice Department. " The County Commissioners of Anne Arun-
del County are authorized and required to appoint such num-
ber of police officers for Anne Arundel County as they may
deem necessary; provided that said Police Department shall
not at any time exceed twenty-three (23) active members. All
appointments to the Anne Arundel County Police Depart-
ment shall be made from the qualified voters of Anne Arundel
County, and the County Commissioners of Anne Arundel
County shall provide printed application blanks upon which
each applicant shall set forth in his own handwriting his full
name and age, place and State of birth, his occupation for five
years preceding his application and such other information as
the County Commissioners may require, touching the merits
and fitness of the applicant; such application shall be signed
by the applicant and shall contain the affidavit of the applicant
executed before a Notary Public of the State of Maryland that
the information set forth on said application is true and cor-
rect; such application shall further contain certificates ex-
ecuted by not less than four reputable citizens who are owners
of real estate in Anne Arundel County that they have known
the applicant for not less than three years and that his char-
acter, reputation, and habits are such as recommend and
qualify him for duty as a police officer and that he is in all
respects fit and qualified for such duty; provided, however,
that no person shall be appointed on the Anne Arundel County
Police Department who is less than twenty-four nor more than
forty years of age, and who shall not have been found physi-
cally and mentally qualified to perform and discharge the
duties of a police officer by the Board of Police Examiners of
Anne Arundel County and no such appointment shall be made
until the applicant shall have filed with the County Commis-
sioners of Anne Arundel County a certificate from said Board
